As high unemployment continues, consensus elusive on how to restart jobs machine

Most everyone agrees the country's jobs machine has run out of gas.

But there's no broad agreement about how to refuel so cities such as Memphis can roll on again.

Across the country, Democrats and Republicans are at odds. So are liberals, populists, progressives, moderates, conservatives.
